My boyfriend is taking me out to dinner, and I've picked out a dress, what to wear with it?

It's dark navy blue, and silk. It ties at the waist, and has a few buttons down the front. The sleeves are the best part, they're three quarter length, cinching just above the elbow, and poof out just a little bit from the shoulder. (sorry, no pictures to be found online.) Anyways, what sort of jewelry, or shoes should I wear with it, and considering it was -35 here yesterday, suggestions for making it to the restaurant without my legs freezing of, haha.
