Can Shorts that are a 36 in the waist , be altered to a 33 , without looking too cinched ?

It depends on how good of a tailor you have and what style shorts they are...and where you take them in. Try pinning them in place before you actually alter them. You might have to add pleats or cut the fabric to make it look ok.
