Did some women really have 18" waists when they were young?

From time to tome one hears older women say they used to have 18" waists when they were young. I wonder if it was really true. I can't imagine an 18" waist to be natural and was probably only that with a very tight belt or waist cinch. Can anyone confirm the truth about this?
