My dog is acting weird.?

Ok so I have a dog. I am not sure it's breed because it was a lost dog. We think its either a poodle or a bichon frise. I think it's a bichon frise. It's coat which is white and curly It is turning a shade of fade orange. She is scratching a lot ever cinch the color change. We are going to get her coat trimmed and if that doesn't work we are going to take her to a vet. Oh and we use flea killing shampoo for dogs.
