That weird pocket thing on the back cinch of saddles?

On the back cinch of a lot of barrel saddles there's a little pocket that fastens closed..what is it for?? I was thinking for a knife, wire cutters, or a hoofpick, but that's not really anything you would use while barrel racing, more for trail. Any ideas??
