My horse got freaked out in the cross ties..?

She is a baby and you shouldn't even be riding her til she turns 3 , she will suffer with joint problems when she is older as a result. Do you really need to put her in the cross ties? Can't you just groom her in her stall with a hay net , she will be relaxed then. Horses are fight or flight animals, in the cross ties they can't run if there's danger so they freak out.
